Take counsel, execute judgment;

I am no preacher, but, am a prime sinner and living in this world in HIS mercy. For a sinner like me too, when I read “The Holy Bible” KJV,  the following verses were given in the context of “outcast…s…”.

Psalms 147:2 The LORD doth build up Jerusalem:
he gathereth together the outcasts of Israel.

Isaiah 11:12 And he shall set up an ensign for the nations,
and shall assemble the outcasts of Israel,
and gather together the dispersed of Judah
from the four corners of the earth.

Isaiah 16:3 Take counsel,

Isaiah 16:4 Let mine outcasts dwell with thee, Moab;

This is Zion, whom no man seeketh after.

Jeremiah 49:36 And upon Elam will I bring the four winds
from the four quarters of heaven,
and will scatter them toward all those winds;
and there shall be no nation
whither the outcasts of Elam shall not come.
